Needed to re-adjust almost every bolt to get this thing to actually fit on the cart. Took about 10 minutes, but no instructions were included, so on first glance the two pieces didn't even close to line-up or fit on the cart. Works like a charm now.

A great add on to my R12 Cart. It stablizes the handles and is firm enough for me to mount a monitor support system carrying two 19" monitors. It turned my Multicart into a portable studio that sets up in a few minutes and can go on location. I did find one of the brackets did not exactly line up, but a 1/2" drill enlarged the hole adequately to solved the issue in a few minutes. Hence the 4 star rating.

Well, obviously if you need this, you have a multicart, and wish you could make it a table for laptop/gear/etc.
Other than making some custom rig, this if your only option.
That said, I have a R12 model, which this is supposed to fit. The brackets DO NOT FIT the handle bars for mounting! It's about 3/4 inch too wide, which makes putting the bolts/wingnuts through a very difficult task. I 'made it fit', but squeezing the two together with huge pliers, and tightening it down.
I really think it's a quality control issue, because the whole thing looks pretty shabbily constructed. The carpeting is stapled in a jaggy rough line around the bottom, with some pieces kinda poking out just waiting to catch fabric or something. It was very dirty, needing lots of lint rolling just to get clean. The two pieces (one for condensed cart use, then adding #2 for full length use), do NOT even line up properly, they are slightly off. Only by a little.. but still pretty annoying.
Bolted down tight, yep, it works like a shelf! Just expect it to be a pain. I could see keeping track of the hardware (extra bracket, two piece table, all the bolts/nuts) could get tedious to tote around or not lose.
