Lens hoods are primarily designed to prevent unwanted stray light from entering the lens by extending and shading the end of the lens. In addition, since the end of the lens is extended, you also get the added benefit of some extra protection from accidental impact.
Dedicated lens hoods are designed to match the specific focal length of the lens it was designed for.

For starters its free, at least mine was, came with the lens, which makes its price impossible to beat. While using this I have never had a flare with the TS-E 45mm f/2.8, and I've done some pretty wacky stuff with it. Unlike petal hoods, which are necessary for zoom lenses, because the TS-E is fixed a 45mm the hood shape is the smae all the way around, meaning the orientation is irrelevant. So instead of a locking bayonet it has two buttons which when squeezed retract 4 catches. As a result this lens hood takes about 1/4 second to put on or remove, as opposed to about 1.5-2 seconds or longer (if you're having a clumsy moment) with a locking bayonet type lens hood.
