Yes, it does allow you to point the mount accurately at the NCP. "Accurately" enough for visual observing with the non-GOTO CG-5 mount.
For the computerized CG-5 AS GT, you can do without it for most purposes if you center the polar axis by just sighting through the hole and then use any star-alignment routine.
If you decide to buy one, you will have to figure out how to remove the useless ring supplied with the mount - the instruction sheet is no help. You will also need to buy a metric hex key (1.5mm I think) so you can align the reticle to the optical axis.
