This is an Avenger A280S Mini Base Century Stand. The smaller footprint of a mini base enables this stand to be placed on crowded sets.

Avenger's Century Stands are 10% lighter than their predecessors and have been re-engineered for rugged dependability, safety, and grip-friendly handling. They are made from hi-tensile chrome steel saving 10% in weight and have a redesigned universal top stud for greater compatibility with a wider range of lighting equipment and accessories. In addition, the riser column has been redesigned to virtually eliminate the possibility of pinched fingers.
