The Tiffen 4 x 4" Streak (3mm ) Glass Filter creates multiple points of light, or "stars," streaking outward from a central light source. This can make lighting within the scene take on a more glittering, glamorous appearance. This effect is produced by a series of thin lines etched into the flat optical surface of a clear filter. The size and brightness of the star lines produced are a function of the size, shape, and brightness of the light source.
You have additional control through the choice of a particular spacing between the lines on the filter. These spacings are measured in millimeters and range from 1mm to 4mm. A 1mm spacing has twice as many lines as a 2mm spacing. It will produce a brighter star for any given source. Lines in one direction produce a two-pointed star, just a streak through the center of the light.

I bought this filter because I was hoping to get that cool horizontal flare you see in movies shot on anamorphic. And I don't like flares made in photoshop.
The first time I used this filter was with the new Zeiss 21mm ze. There's no filter holder for that lens, so I just held it in front of the lens and shot a model with a few monolights behind him. The horizontal flare was made up of tiny little boxes(the same boxes that make the flare). I couldn't believe I just wasted all that money on a cheap filter that doesn't give a clean horizontal flare.
Well, when I got home I put the filter on the Cokin filter holder and took some shots with the Canon 85L. No squares and a decent horizontal flare. So don't try to handhold the filter unless you have it pressed against the glass, which I should have known in the first place. Pretty stupid, really.
This is the only streak filter that I could find by a company that I knew. I don't like putting Tiffen glass in front of my nice lenses, but there are very few alternatives. I think the price on this item is way too much, but if you gotta have it... you gotta have it.
