The Illustrator CS5 Software from Adobe is a Windows application with extensive vector drawing tools. You can use it to create vector assets for use in design, web, and video projects. Vector graphics can be scaled to any size, without a loss in quality, making them ideal for use across multiple types of media: a vector image will look just as good on a computer screen, HDTV, or printed to billboard size.
Illustrator features numerous tools to set your vector graphics apart from the crowd. It supports gradient fills, transparent objects, adjustable stroke, and perspective drawing. You'll be able to add pre-made shapes and arrows to images. Advanced typography tools support OpenType fonts, paragraph styles, and character styles.

This program is capable of doing a lot. The automatic trace comes in handy if you want to turn a non-vector image into vector. The perspective grid is really cool.
A word of warning. If you're coming to this from Photoshop Elements, there are some similarities, but it is definitely a different kind of layout and there are different ways to go about things. I would highly suggest getting a good learning program.
