This is a Westcott Spiderlite 3 Cap. It snaps onto the front of the fixture while the lamps are still mounted. It protects the lamps while the fixture is in transit or storage.

Half of the dome is translucent, and can act as a background reflector, aiming the fixtures's output onto the background.
