Is it possible to charge a battery with this at the same time when a camera is using the same battery?

We are not aware of this product offering such functionality. It is a charger only, as you describe it would be an AC Power supply for the camera the battery sits in and we do no know if it offers such a feature.

Yes, you can use the IDX System Technology D-Tap Advanced Port Battery Charger to charge the IDX System Technology NP-9X 96Wh Li-Ion NP-Style Battery with 2 x D-Tap Ports. A full charge depends but 3 1/2 to 5 hours would be about right.

7:20 according to their website. I have the 98w and their 4:20 time is accurate however I never run my batts down to 0 and my charge time is quicker as a result.
