Do I have to use cellular? I just want it for the wifi.
No you don't have to use the cellular.. It will keep asking if you want to set it up, and I just keep answering no. Works just fine without setting up cellular, but nice to have the option if needed.

Will it be unlocked?
It says it's for t-mobile, so I doubt it. But I don't know, I used the free 200MB per month t-mobile offer on mine and didn't try it with another vendor.
