I am not sure but according to wiki:The iPad Air is the fifth-generation iPad tablet computer designed, developed and marketed by Apple Inc. No you don't have to use the cellular.. It will keep asking if you want to set it up, and I just keep answering no. Works just fine without setting up cellular, but nice to have the option if needed.

It says it's for t-mobile, so I doubt it. But I don't know, I used the free 200MB per month t-mobile offer on mine and didn't try it with another vendor.
