The ripstop nylon is treated with a durable water-repellent (DWR) coating, and the underside has a polyurethane coating for additional water-resistance. The customized fit not only covers the backpack but also protects the belt pack. Additionally, there is a slot to cover your tripods legs. When wearing the waist pack, it will still rotate even if the rain cover is on. When not needed, they roll up and store within the pack.

I Wonder if it fits on a MindShift Backlight 18L bag with a tripod (3 Legged Thing Eclipse Leo) ?

Given the similar dimensions and the Backlight 18l being a bit smaller, I think the tripod would allow for the difference and it should work fine.
