I want to use this to mount a light. Same L x W dimensions but a little thicker than a tablet. What is the max thickness of tablet/light/etc that this is able to accommodate?

BH #IKXMAMSM712 does not have a specification for thickness from the manufacturer. Since it is designed for tablets, the thickness will not be very much. If your device exceeds .23'', it will most likely not fit properly.

Can I use this with the iPad Mini 2 inside it's Pelican Voyager case? Or do I need to remove the case? Thanks.
This is a nice addition to your system and I believe it will work with the mini-ipad. We only have a full size ipad and I did remove the case. I also purchased an inexpensive mic stand which allowed for a nice tight fit and height flexibility.

I don't think you can clip this in your car except if you have a vertical ou horizontal stick to fix it to it.

Yes, this will hold an iPad Pro securely. It fits the iPad in portrait mode, but you can rotate the Xpand itself if you need to switch to landscape mode.
