The Inogeni 4K HDMI to USB 3.0 Video Capture Card allows you to capture uncompressed video with audio from your camera's HDMI output on your PC for recording, editing, videoconferencing, and streaming applications. No driver installation is necessary and it will work on all motherboard and USB 3.0 chipsets. It features an HDMI input and a USB 3.0 output. Compact in size and powered directly from a USB 3.0 port, the converter is a practical and easy-to-use USB 3.0 capture solution. It is compatible with Windows, Mac OS X, Linux, and Android operating systems, and is UVC-compliant, so it will work with all DirectShow compatible software. This capture card is backward compatible with USB 2.0 devices. However, due to bandwidth restrictions, the card will only be able to operate at resolutions below 1080p.
question
The Specs don't list that it can handle an input of 800x600 over HDMI. Could it handle this?
On the B&H site we list the 800x600 specification as being supported by the INOGENI USB 3.0 HDMI Video Capture Card.

The Inogeni website says this unit does ...
The Inogeni website says this unit does "Automatic scaling and frame rate conversion". Can I specify the scaling and frame rate? I'd like to double the frame rate as a means of de-interlacing from 480i 29.97 fps NTSC, and scale it slightly to 800x600 progressive, 59.94 fps. Will it do that? And what capture software is recommended? OBS? any others? Thanks...
While you should be able to up-res an SD signal to HD or even 800x600, Inogeni does not list support for 480i with this capture device, only 480p. This products runs with all software compatible to DirectShow/MediaFoundation, V4L2, QuickTime and AVFoundation. VLC is a popular free option to use and it should work with OBS as well.

question
can i use a galaxy s6 as a monitor at 4k 24p with a7s ii (even if it downconverts to lower resolution)? What about the new Note 7 with usb-c?
We know of no hardware solution like you are asking for at this time. However, we do suggest that you download the Sony PlayMemories Camera Apps > Smart Remote Control. This app not only will allow you to control the a7 camera, you will be able to view live video. As we understand, you will only be able to see MPG4 and no sound.

question
Can I use this with Dell XPS Laptops? I receive a 1080p signal from a video transmitter and I'm processing the video with opencv in microsoft visual studio. I figured as far as its working with skype it should be fine for our project as well! Could you please verify this for me. Thanks
It will be compatible as long as the Dell XPS is running Windows 7/8/8.1 (32/64-bit), has a USB 3.0 port and contains an Intel, Renesas, ASMedia, or Fresco Logic motherboard.
