Yes, according to the Olympus website, you can use either the MC-14 or MC-20 teleconverters with this lens. Do see read the lens specs for more performance information when using the teleconverter with this lens (sorry, I'm not allowed to include HTML, links in this answer; but it should be easy to search for it on the Internet).

Actually yes it is fully compatible with the Leica DG Vario-Elmarit 50-200mm f/2.8-4 ASPH on both Olympus and Panasonic cameras. To answer the second part of your question, a POWER O.I.S lens such as the Vario 45-175mm f/4.0-5.6 would not work because it can not physically take any sort of conventional teleconverter.

Yes, the Olympus M.ZUIKO DIGITAL MC-14 1.4x Teleconverter (B&H # OLMC1414X) will work on the Panasonic GH4. The teleconverter is only compatible with 2 Olympus lenses, The M.ZUIKO DIGITAL ED 40-150mm f/2.8 PRO and M.ZUIKO DIGITAL ED 300mm f/4 PRO. Keep in mind that when using Olympus lenses on a Panasonic camera you will not have image stabilization because Olympus has the stabilization in the camera and Panasonic has it in the lens.

See how the front element protrudes from the body? It fits into the Pro M.Zuiko Pro 40-150mm f/2.8 but hits the rear element on any other shipping lens. I believe it will fit the (not yet released) M.Zuiko Pro 300mm f/4. You can probably find an EC-20 2.0x or EC-14 1.4x Teleconverter used and use that with your MMC3 adapter.
