We can't say for sure since we cannot test the fit. It is very close if it cannot. It can hold a 2.7 /68.6mm wide phone. However, the S8+ is 2.9 /73.4mm wide. We are talking 5mm here. So the choice is up to you if you wish to try it.

This product is made of aluminum and stainless steel, it is not water proof. It does not have any electronics that can short out if it gets wet, but it would be subject to the same wear and damages that an aluminum tripod faces when exposed to the elements.
