I would recommend getting an 82mm hood, then stepping up your lens from 72-82. In other words, put the filter on your lens first via the step ring, then attach the hood.

I have a Tokina AT-X 28-70mm f/2.8 zoom lens. The filter size for this lens is 72mm. Does this mean that the correct lens hood for this lens is also 72mm? If not, what size lens hood should I order?

Yes, that hood will fit on the filter threads of that lens. The hood is designed for normal to a little wide focal length lenses.
