With a frequency response of 28 to 200 Hz, the SA-CS9 is equipped to handle the low frequency effects in your home theater system and provide powerful bass for movies and music. Would it be OK to just leave this sub on all the time (in other words, with the power save mode OFF) to avoid the auto power-save clicking that many reviewers have complained about?

It is possible use this subwoofer in 220V, 50 Hz, with any converter?

On mine there is no voltage selector, and the unit is labeled for 120 volts / 60 Hz AC. An external converter could reduce the voltage from 220 to 120 but is unlikely to be able to change the frequency from 60 Hz to 50 Hz. I don't know whether that difference would affect performance of the unit.

Yes, you can. The sub-woofer has both a direct line input, or speaker wire input. So if your receiver does not have a sub-woofer line-out (preferred method), you can connect your speaker wires directly to the sub-woofer first, then out to your speakers. The sub-woofer cut-off frequency knob will determine how much low-end to put through the woofer, and the high end will be directed to your speakers.
