The unit can also tilt upward 90° and rotate left and right 180° for bounce capabilities and it has a dust and splashproof construction to match the camera body. Wireless control over other flash units is possible through the controls in the camera's menu. Will this FL-LM3, while on camera, optically ...

Will this FL-LM3, while on camera, optically trigger the FL 700WR off-camera or is the 700 only radio and I will need to purchase a transmitter or receiver to use the LM3 as a trigger?

The FL-LM3 is only optical and the 700WR is only radio, so you would need radio trigger for the FL700. Olympus FC-WR Wireless Radio Flash Commander.

The Godox TT350-O would need to be placed in optical slave mode in order to be fired from another flash like the FL-LM3.

will the Olympus FL-LM3 flash work on the Olympus E-PL-5 camera body with a Olympus Zuiko 12-40mm pro lens attached?

It works only on olympus cameras with 5 pins on hot shoe - omd 10-2 and 3(not sure 100%) omd 5-2 omd 1-2, om-x and pen-f. Every pen e-pl(1-9) and e-p(1-5) camera has only 4 pins so flash wont fire. It definitely won't work also on mark 1 omd's including om-d e-m1 which mr Mouravieff has. It also works with some Panasonic bodies and definitely works with 5 pin extension cables for Canon, tried it myself with OC-E3(you need to cut off the plastic lip though)

I have the Mark 2, so I dont know about the 3. Two things, though. I have to jiggle the flash to make sure it is seated properly so it will fire. Suggest testing it. I have to because I SW it for underwater and it is in a housing. I have replaced mine because it severely overheated and wasnt working properly. The flash is the weak link of the system. Camera takes time to set up if you use manual. The pix are great.

No. ThE FL-LM3 is powered by the camera (no internal batteries). It requires a fifth contact in the camera hot shoe that is only implemented on the latest series if cameras. I believe the EM-5 Mk2 was the first to implement this new MFT standard. If your camera was built after that, it probably would work. Before that, no way it can work, no power.
