Since the card draws power from the power supply directly, do the USB ports still provide power for charging when the computer is off?

I purchased this and I keep getting a Power surge notification.... Says: Unknown USB Device needs more power than the port can supply. It is powering an external SSD drive enclosure with 1 drive. Does it need to be plugged into SATA to work? The external drive is running off it's own 12v power supply. It is working sometimes but just lately this error is coming up. Thanks
