Can I place LED bulbs in this?
The sockets are the standard Edison base so LED lamps with that base can be place here. However, it has not been tested by the manufacturer to confirm compatibility.

This a continuous light, so there is no optical slave on it like you would find on a studio strobe unit.

Can you add a grid to this soft box?
Unfortunately, we have no softbox grid that is compatible for use with the softbox included with the Impact Octacool-9 Fluorescent 1 Light Kit.

We bought this kit and misplaced one of the AC cords. Do you sell a replacement? Our other AC cords don't seem to fit.
You may use a cord such as the C2G 18 AWG Universal Power Cord (NEMA 5-15P to IEC C13, 15') as a replacement to the original cable included with this light. Please see the image below for reference.

Would it be safe to wrap an elastic cloth ...
Would it be safe to wrap an elastic cloth diffuser over the metal diffuser? Could this be an alternative to the impact soft box?
Yes. 100% the following unit will work just fine with elastic cloth.

With two of the lights that have nine bulbs at 3ft shooting a Headshot can you shot F 7.1 Shutter 1/100 ISO 200 and get a clean Headshot portrait.
Shooting with 2 Impact Octacool-9 Fluorescent 2 Light Kit with Octabox (9 Lamps) B&H # IMOC92LK MFR # OC-9-2KII, at the exposure settings you listed may give you a clean Headshot Portrait. That sounds about right. What I suggest and to be certain is to take a light meter reading. Take a look at The Sekonic LiteMaster Pro L-478D-U Light Meter B&H # SEL478DU MFR # 401-474.

Could you replace the cfl bulbs with led bulbs in the future?
Just be aware that you can get rolling banding from some LED bulbs that may cause you to shoot as low as 1/25th shutter to avoid that issue.
