The CB-32 F Ball Head has a camera thread of 1/4 -20. But the SRB-40 Quick Release Clamp has a Thread Size of 3/8 -16. How are these two joined?

If your purchase the head with the SRB-40, it comes attached. If you purchase them separately, FLM Canada provides a video on their site that will show how to attach the QR to the head. The name of the video is Glue QR Clamp to Ball Head
