Will this adapter work as an audio INPUT from the headphone jack of an external audio device to the Lightning INPUT of an iPad/iphone?
Yes, you can use the Lightning port on an iPhone as an audio input. If you are connecting from a 3.5mm headphone output, you can use a cable like Rode's SC7 (B&H # ROSC7) which has a male 3.5mm TRS connector on one side and a male 3.5mm TRRS connector on the other side. The female end on the Apple Lightning adapter is 3.5mm TRRS so you connect the SC7 cable to the Apple adapter and then connect the Apple adapter to your iPhone. If you already have a 3.5mm aux cable, then you can use Rode's SC4 adapter (B&H # ROSC4) which has a female 3.5mm TRS connector on one side and male 3.5mm TRRS end on the other side. Both setups achieve the same results.

Is there a version of this adapter that also has a USB connector to simultaneously provide power?
You can get the Apple Lighting Camera adapter. It has a USB "A" connector and a lightning port to power the USB device and charge the phone. However you will have to purchase an external DAC to plug into the USB port to provide audio output (and they can be expensive). I use it with an Audioquest Dragonfly DAC and it works great with my quality headphones. Unfortunately it is output only-you need to use the internal mic with telephone calls. I'm not sure if the iPhone will accept audio input with this adapter. Another work-around is to use Magsafe charging if your phone has this feature.
