The red HPRC2550W Water-Resistant Hard Case with Interior Nylon Bag and Built-In Wheels from HPRC is a lightweight, unbreakable case with ergonomic handle and a steel pin. The valve adjusts the air pressure automatically, while the internal O-ring made of neoprene PA66 makes the suitcase water-resistant. The opening / closing system prevents the hooks to open in case of fall.

This is just slightly larger than the average allowable carry-on dimensions from most airlines. This case's external dimensions listed in the Specifications are: 22.0 x 13.8 x 9.2 in (55.9 x 35.0 x 23.3 cm), while the average airline carrier's approved carry-on bag dimensions are: 22.0 x 14.0 x 9.0 in (56.0 x 35.0 x 22.0 cm), including handles and wheels. It would be up to the airline to allow it on-board or require it to be checked at the gate.

This could certainly be used as a carry on case. I have seen much larger cases brought on to aircraft. I don't think it will fit under the seat, but certainly it will fit in the overhead bins.

I am not sure. I doubt it. The case is designed for distinct items like a camera and lenses. Check the inside dimensions, You may be able to use it without the foam squares that come with it if you provide your own padding.
