This handles 1080p60 input, but can only encode to 1080p30 output. If I send it a 720p60 input, can it encode the output to 720p60 via SRT?

According to Teradek the 605 does support 720:60 but not srt.

Here is one way we would like to suggest for simplicity and cost. (This assumes you have HDMI cameras.) This will allow you to view on one screen either 1 camera full screen, 2 cameras picture in picture or all 4 at the same time. A-Neuvideo 4 x 1 HDMI Quad Screen Multi-Viewer & Seamless Switcher B&H # ANIQUADMINI.

Can the encoder store settings for multiple decoders so I can send video to a second or third decoder with a menu switch without re-programming the encoder each time to pair with a different decoder?

The Cube doesn't store the settings. But they can be saved to a computer via the web interface under System -> User Settings. It will have the ability to export the current settings and then also import back settings. So you could have different settings saved and load the appropriate one for their use.
