What is the difference between optical shutter and electronic shutter ?
There isn't an optical shutter. I believe you are referring to mechanical shutter. The mechanical shutter goes up and down physically to set the exposure, while the electronic shutter moves electronically. The electronic shutter is silent, it makes no noise, while the mechanical shutter does make noise. The downside of the electronic shutter is that you get banding when taking photos under fluorescent lights and also with fast moving subjects you get distortions. With the mechanical shutter there are no distortions in fast moving subjects and no banding. Also when panning you get a jello effect called rolling shutter with electronic shutter.

No, the SD card slot in the Sony Cyber-shot DSC-RX10 IV Digital Camera is only UHS-I. While it can use UHS-II cards, there would be no in-camera advantage to using them.

How is this as a bridge camera? I need something that can do wide open shots shots of large bridges, close up shots of small bridges, time lapses of bridges, and livestream my shows about bridges. In short I need a bridge camera.
RX10IV certainly is a "bridge camera", whether is one for you depends. If 24 mm, 35 mm equivalent is wide enough for you is yours to decide, the 600 mm F4 tele should be good enough for long distance shots for sure. I am not video guy so that's up to you, it has 4K capacity though.
