The Yongnuo YN560-TX II Manual Flash Controller for Canon Cameras would be compatible for use with the Yongnuo YN685 Wireless TTL Speedlite for Canon Cameras. The Yongnuo YN560-TX II Manual Flash Controller for Canon Cameras is not compatible for use with the Yongnuo Speedlite YN600EX-RT II for Canon Cameras.

Can I also use this with older cameras via the 2.5mm port with a pc sync adapter? I would like it to double as a transmitter for my 4x5 view camera as well

Yes it is possible to connect a 2.5mm to PC male cable to this transmitter to use it on a PC female connection, as with a large format lens. However, we do not know of any tests done in this fashion so your results may vary.

Do I need to purchase a RF 603 11 or 111 in order for this to work with my Nikon SB 900 flash?

To control Nikon SB900 you need RF603N II remote control. N at the end of the model number indicates that RF603 is for Nikon flashes. There is a Canon version too. Flash shoe pins are different between Nikon and Canon.
