In my experience, it's worked on both MBPs and PC (HP Elitebook) - connecting an HP and a Cannon printer, so I'd suggest YES!! It's small, which makes it easy to connect and I bought 4, so I leave them on the standard USB-A cables, so as not to have to switch and lose them.

So, I've used this for connection of slower peripherals to the thunder bolt connector on my MacBook Pro. It has worked for this sort of thing. If you want to use USB A items with your iPad Air 4 I would expect it to work. It may well have a slower transfer rate than apple connectors. It clearly has a lower wattage rating that the charging cable that was supplied with the iPad 4, 3 watts vs 20 watts, so do not charge you iPad with this adapter. I'm hoping that someone who has used an iPad 4 and this connector can give you a more definitive answer.
