No. This Seagate 8TB BarraCuda SATA III 3.5" Internal HDD (Retail Packaging) would not fit in most if any surveillance camera. If you are looking to use it in a surveillance recorder (DVR/NVR), you would really want a surveillance rated drive.

The Seagate 8TB BarraCuda SATA III 3.5" Internal HDD BH #SEST8000DMA4 is a 5400rpm hard drive. If you want 7200rpm, look at the Barracuda Pro instead which is 7200rpm. Seagate 8TB BarraCuda Pro 7200 rpm SATA III 3.5" Internal HDD (Retail) BH #SET8000DMA4

It will work, but not recommended as that sort of drive is not designed to be on 24/7 like a NAS Seagate Iron Wolf drive is. NAS drives run for long periods of time and you are better off going with a NAS rated drive.

You will need either a second computer with a USB To SATA cable to initialize the drive or if you have Windows installation media, you would need to install the drive on your dell and boot from your installation media to initialize the drive and install Windows.
