Can this lens accept filters, and if so, what size. B&H says it accepts 77mm filters, but manufacturer does not specify any filter size for it. So which claim is true?

Lenses are always listed by the focal length of the lens itself. This is a 12mm lens designed for use on APS-C cameras, which means after the crop factor it will give you an 18mm look. All lenses are listed in this way and crop factor needs to be taken in to account afterwards.

In time, photographers learn to expect difficulty in filtering and shading wide angle lenses. This has to do with the lens being so wide that regular filter rings or hoods becoming visible in the image. You are in luck here for this lens is listed as taking 77mm filters on the front.
