How are these transfer speeds possible when it's only a USB 3 drive? That seem slower than previous thunderbolt version.

the on paper specs are equal if not faster, but from EXTENSIVE use of these drives, I have concluded the type-c port is far inferior to the thunderbolt 2 in terms of stability. I will have spikes and times of low speeds (under 100MB/s) My primary use of these drives are for professional cinema footage which have high storage requirements and long write times.

No, it must be type-c to type-c that gives it enough watts for power delivery. Type-c to Type-A would require the use of the INCLUDED power adapter, but it will make it no longer portable as you will require AC outlet.

Possible to partition RAID 0 (using half as extra storage for my computer and half as a Time Machine backup) and then mirror all that to RAID 1?

You wouldn't be able to partition the 1st drive, and then mirror it to the second. When you would format the drive to RAID 1 so it can mirror the 1st drive to second it would undo the partition.
