Normal-length prime is designed for full-frame Canon RF-mount mirrorless digital cameras.
Exceptionally bright f/1.2 maximum aperture affords extensive control over depth of field for selective focus applications and also benefits working in low-light situations.

Why would a premium ‘L’ class lens like this Canon 50mm f/1.2 omit image stabilization in its design? This seems to imply that image stabilization might degrade the performance, or am I overthinking this?

Certainly, this would have been technically possible. However, this particular lens is large and heavy compared to other 50mm lenses, consisting of 15 elements in 9 groups. Adding IS would have increased both size and weight to an already large 50mm lens. Fortunately, some of the other answers here demonstrate too why IS is not that important on 'fast' glass like this, especially if you have one of the new bodies with IBIS.
