Can the Ninja V record NDI video that it receives via the Ethernet/NDI Expansion Module?

Hello Bruce, since the product has yet to be released, we cannot say for sure but theoretically it should do just that.

What flavor of NDI will this transmit? In other words, will there be any compression?

Hello Jason, the product is still to come, but in theory its supposed to be uncompressed or in ProRes/Dnx

I know that NDI can handel 4k at 60 fps, but some NDI devices are restricted to 1080 p or 4K 30fps. I assume that with the Ninja V it will be able to send out a 4K 60fps signal (as long as my camera sends this to the Ninja V via HDMI) to my Tricaster TC1 correct?

Haha I ended up answering my own question. It does. It can handel 4K 60fps and deliever straight to tricaster over NDI with less than 30 ms of delay.
