can this be used too turn my Panasonic GH5 into a webcam?

If your Panasonic can output its source through HDMI cable live, then it should work. For example, I'm using a Canon camcorder that outputs its signal through HDMI. This could be used to connect the camera to a TV so I can see in real time what the camera is recording. In my case, I'm using the camcorder as a webcam for my daughter. Once the camera is on, it's plugged into the Cam Link, and the PC recognizes it as a web cam. Depending on your camera, you can clean up your output so all you see is the video and not the battery level, focus/metering/etc.

Will it work with my SONY HDR-HC9 which has a Firewire output, which newer PCs can't handle?

We would recommend powerful i5 or i7,i9 Windows PC's and the M2 or M3 Macs. The Elgato Cam Link 4K Standard must work with HDMI outputs, I'm very sorry to say Firewire ports can not be converted to HDMI. Also from our info the SONY HDR-HC9 should have HDMI output. The Elgato Cam Link 4K is comparable with Nikon D850. It connect HDMI via the device to computer as USB signal. With applicable App the computer screen and camera can be recorded.

I'm a bit confused by this question. Cam Link isn't a video camera, it's a device that turns a camera into something capable of streaming. So if you have a camera that shoots in a format that Premiere can read (i.e. most everything) than you're good. If you're asking, can you live record something directly into Premiere...I have no clue and honestly don't know why you'd want to do that if Premiere could.
