Unfortunately it is not designed for that purpose. This is designed for capturing video in a computer therefore it will not work if you attempt to plug the USB-C side into a monitor.

Can I use this capture card to send video from my PC laptop with HDMI output to the monitor with USB-C input?

Unlikely, because the signal sent by the capture card via USB is not a video signal, which is what the USB-C port on the monitor accepts. Typically capture cards only relay data to the software driver which turns it into useable video footage on your encoding software. Another way to think about it is: if you plugged a USB-C webcam into the monitor, would it work directly without an interfacing computer? That would be what the capture card essentially does; it turns your hdmi output video signal into data.

No. The supported import resolutions confirmed are as follows: 1080p, 720p,and 480p. No interlaced support is mentioned.
