A 1.8 is a 6 stop ND a 3.0 is a 10 stop ND.

These are not waterproof. What difference would that make ?

It would only make a difference if you're using the Ice 77mm Solid ICE ND8 Neutral Density 0.9 Filter (3-Stop) in scenarios where there is moisture in the area or near water. Water resistant filters would make it less likely for water particles to stick to the glass of the filter.
