I just pruchased the EOS 90D which uses CR3 files. I still want to use my EOS 7D and Powershot SX60HS, which use CR2 files. Will they be compatible with CR3?

The type of file CR3 and CR2 is only related to the software you use to process if you are shooting raw. Best is to have the latest software so you can process both files.

Per the 90D manual, flash can be fired full output only for EZ models. You would need an EL or EX series to have full functionality.

But when scrolling through the specifications and looking at the recording modes area under "Video", it says "Full HD - 119.88p". Why is this?

As far as I understand all frame rates (except when stated "true 24p", for instance) are made to comply with broadcasting standards.
