Wide-to-portrait-length 16-55mm zoom is designed for APS-C-format Sony E-mount mirrorless cameras and provides a 24-82.5mm equivalent focal length range.
Bright f/2.8 constant maximum aperture enables greater control over depth of field and also suits working in difficult lighting conditions.
Four aspherical elements, including two AA (Advanced Aspherical) elements, help to greatly reduce distortion and spherical aberrations in order to accurately render scenes with a high degree of sharpness.

A Nano AR Coating has been applied to minimize surface reflections, flare, and ghosting for increased contrast and color rendering in strong lighting conditions.
An XD Linear Motor system provides quick, quiet, and precise autofocus performance and also contributes to more natural, intuitive manual focus control. An AF/MF switch is located on the lens barrel for tactile control over this setting.
Customizable focus hold buttons are present on the lens barrel for intuitive tactile control and rapid access to select settings.
Dust- and moisture-sealed design better permits working in inclement conditions and rubberized control rings benefit handling in colder temperatures.
Fluorine-coated front element resists dust, moisture, and fingerprints and is easy to clean.
Rounded nine-blade diaphragm contributes to a pleasing bokeh quality when employing selective focus techniques.

The lenses make some clunking noise when I move around when the camera is off. The noise stop when the camera turned on. Is this normal?

Yes this is the OSS in the lens, when you turn the camera off it deactivates it so it'll be free floating. That is most likely the clunking you here.

While both the E 16-55mm and the E 16-70mm Zeiss are excellent lenses, the E 16-55mm is worth the upgrade in terms of the optics and the extra stop for low light shooting/shallower depth of field.

If it has an E mount, why is this lens not full format compatible?

This lens will fit on Sony Full Frame E-Mount cameras like the A7iii but the photos it takes will have heavy vignetting in full frame mode. It will work on a Sony full frame body in crop mode but it may still have vignetting so it's not recommended for full frame.
