They are not the same thing. Color swap is possible in Photoshop elements and it is accessed through the Replace color command. It does not offer a channel mixer like the full version of photoshop.

If you are talking about channel mixer, I do not believe Elements has that. I've been looking for you and have not found it in Elements. Whereas I have never used IR, I wouldn't have thought of that, but doing research on it indicates Elements does not have that capability.
