The VEO 2X 265CBP Carbon Fiber 4-in-1 Tripod with BP-120 Ball/Pan Head from Vanguard offers maximum versatility as it transforms from travel tripod to monopod. This 5-section carbon fiber tripod features Vanguard's patented Rotating Center Column for setup in just seconds, making it a versatile solution for travelers carrying a mirrorless camera kit up to a full-sized DSLR, a camcorder, or a spotting scope.

The reversible center column combined with the included low-angle adapter and the three easy-to-set leg angles (21°, 50°, and 80°) offer a wide range of available low camera position options. The unique design of the BP-120 Ball/Pan head incorporates a removable telescopic pan handle to transition a traditional ball head into an action-following pan head for video shooting or spotting scope use.

Does the removable handle allow for locking the scope or camera on a subject or just facilitate targeting the camera on a subject?

The pan handle included with the Vanguard VEO 2X 265CBP Carbon Fiber 4-in-1 Tripod is only to assist the tripod head in panning. It will not lock the head in position. You would have to use the locking knob or the tension knob on the head to lock the head into position.
