Can this transmit a live image from the C500mk2 to a computer for live streaming? Say to Zoom or OBS

No sadly this would only be for transferring photos and videos files over to someone instantaneously. To do basically a live stream from one of these to a program such as OBS or Zoom. You would need a device that does Live HDMI transmission.

I don't know exactly for the WFT-E9A, but its predecessor WFT-E8, allows fully tethered shooting (controlling focusing, exposure, etc.) with the Canon EOS Utility 3 or an app for the iPad (https://www.usa.canon.com/internet/portal/us/home/support/self-help-center/eos-utility).
