Compatible with HomeKit devices, yes. Any properly designed router would be compatible with HomeKit and other IoT accessories. Acts as a HomeKit hub, no. Other Apple devices can act as a HomeKit hub, such as an Apple TV.

Yes this will work. That is how i have my comcast setup as well and I use the Amplifi at the primary unit to control wifi and wired and distribute the DHCP addresses.
