Will the flex shooter mini or pro fit better with this Apex?
Flex shooter mini or pro will both work well on FLM CP30-M5 Hybrid Series II Tripod. If you have a heavy and long lens like the Nikon AF-S 800mm 5.6 lens I would recommend the Pro and if you have a lighter and smaller Sony 200-600 6.3 lens I would recommend the Mini.

What is the platform diameter for this tripod? I want to be sure that my 60mm diameter levelbase and tripod head are not too large in diameter.

The FLM CP30-M5 is not fully waterproof, but can be used in shallower depths without issues. Regular maintenance and cleaning/rinsing to remove sediments are recommended if submersed or if used in saltwater.
