The Pengo Technology 1080p HDMI to USB Type-C Video Grabber, in titanium gray, allows you to capture up to 1080p60 video resolution from game consoles, cameras, and other devices via an HDMI input port, and to send the video to a Mac or Windows computer over a USB output for live streaming. The USB output is provided on a short integrated cable, allowing for a self-contained, portable solution for your streaming workflow. A USB Type-C to Type-A adapter is included for connecting to computers that don't have a USB Type-C port. The grabber supports embedded audio on input and output.

Note:
Interlaced formats, such as 1080i60, are not supported; HDCP digital copy protection not supported. The grabber is not able to capture from devices with these characteristics. Please make sure your device is compatible.

I just bought the "Pengo Technology 1080p HDMI to USB Type-C Video Grabber" to use my Nikon D3100 as a webcam. Could anyone recommend if I will also be needing a power supply adapter to keep my camera on during video mode? If so, might you be able to recommend a power supply adapter?

No need of a separate power supply for the "Video Grabber" itself. It runs similar to an adapter cable.

Will this Pengo input 1080p60 HDMI from my setop box to my MacMini (Thunderbolt/USB 3)? If so, what software will capture the video?

According to Pengo this capture device will not support your set-top-box because your set-top-boxes have HDCP in the HDMI signal, this Grabber does not HDCP (copyright content). The grabber itself does support 1080p60. Software like OBS, vMix, Xsplit, Quicktime will capture this video.
