Do you have to have a smart TV to use a Roku to stream with YouTube tv?
Any smart TV with HDMI inputs can be used with a Roku device to stream. The Terrace would work for you, and it also has it's own web browser, if you would like to use that instead of the Roku.

The Terrace TV has an HDBaseT receiver built in, however it doesn't appear to me that it transmits IR back to the transmitter. I transmitted video to it using the AJA HDBaseT transmitter (https://www.bhphotovideo.com/c/product/1162555-REG/aja_hb_t_hdmi_hdbaset_ethernet_to_hdmi.html), however the IR output on the transmitter doesn't receive anything when emitting IR signals at the TV. Is this expected behavior? Or should the TV built in receiver transmit the IR signals over the HDBaseT?

Is this a commercial display? Can it be used 24/7? if not then what is the duty cycle?
The Samsung Terrace LST7T 75" is not a commercial display. You can use it for a commercial display 24/7 application but in that case it would have a 90-day warranty, as opposed to a full 1 year warranty when using it for a home set up. Samsung does not post the duty cycle spec on this model.
