The dimensions of the Nikon Z9 Mirrorless Digital Camera along with the Nikon NIKKOR Z 100-400mm f/4.5-5.6 VR S Lens would be 5.9 x 5.9 x 12.3 inches (15 x 15 x 31.2 cm). The interior dimensions of the Lowepro ProTactic TLZ 75 AW Convertible Camera Bag (Black) are 11.81 x 6.3 x 6.1" (30 x 16 x 15.5 cm). From the dimensions, the case seems too short to fit inside the Lowepro ProTactic TLZ 75 AW Convertible Camera Bag, although the fabric of the case may stretch to make it have a tight fit. A better option would be either the Think Tank Photo Digital Holster 50 V2.0 (Black), B&H # THDH50, which may work if you expand the bottom of the case, or the Think Tank Photo Digital Holster 150 (Black), B&H # THDH150, which would not require (or have) base expansion.

With the lens hood attached reversed and the tripod foot attached, that camera and lens would not fit in the Lowepro ProTactic TLZ 75 AW Convertible Camera Bag. Without the lens hood and tripod foot, it would fit.

Could this bag carry an additional smaller lens (i.e. 35mm) if the primary lens is smaller than 70-200mm shown?

Fitting everything vertically is possible. Though these would all be in one compartment. It may be beneficial to have the smaller lens in a small pouch on bottom if you want to do this.
