No, the Movo Photo LED-WP Underwater Rechargeable LED Video Light (B&H# MOLEDWP), whether purchased by itself or even when installed on the Movo Photo XL Underwater Diving Rig Bundle with 2 Rechargeable LED Lights for GoPro (B&H# MOLWPX2GBU80) cannot pan to the left or right. They can tilt up and down, however. Moreover, the LEDs feature an especially wide beam angle so it's very unlikely you'd ever need them to pan.
