How much image quality degradation of this compared to Sigma 24-70 2.8, if any?

This is not something that can be easily quantified. The Sigma 24-70mm f/2.8 DG DN Art Lens is the better lens optically. And it has better build quality. It also gives a wider field of view. The Sigma 28-70mm f/2.8 DG DN Contemporary Lens offers the benefit of being lighter and more compact, while still being a very good lens.

This is lighter in weight versus the Sigma 24-70mm f/2.8, but not as wide. The right choice would depend on how wide you need the lens to be.

Both this and the Tamron 28-75mm f/2.8 for Sony E mount are great options. However, video shooters should take note that this and the big brother to this lens (Sigma 24-70mm f/2.8) offer slightly smoother AF focus pulling when shooting video. The Sony G Master 24-70mm f/2.8 is smoother still. If there's an advantage to the Tamron 28-75mm f/2.8 for Sony E mount it would be that it produces more flare, something that may appeal to cinematographers who appreciate that effect. (Of course, such flares can also be added in post production using professional software, if desired.)

Is this lens parfocal and does it have linear focus throw?

While Sigma makes no claims about the 28-70 f/2.8 DG DN being parfocal, we tested it in the store and the results we quite good; we were able to maintain parfocality throughout the range although we can't claim it to be a conclusive result. As far as its focusing is concerned, this lenses uses a fly-by-wire system rather than a linear/mechanical helicoid focusing system.

Getting a lot of vignetting on S1R. Is it not designed for high megapixel or full frame?

We're sorry to hear that! The Sigma 28-70mm f/2.8 DG DN is designed for mirrorless full-frame cameras, and should not present significant vignetting. Early reviews online and our testing in the store shows roughly less than -1/3 EV at the corners at the telephoto, and slightly less at wide.
