What is the purpose of the aperture index mark on the aperture ring?

That allows you to easily see what aperture you are in without having to look at the camera. Some people like the old school dials like that since they do not have to keep looking at the camera LCD to see what aperture they are on.

Is lack of OSS a problem for video work? I have the A7RIV and want a compact travel lens for hand-held video and photography. I like the AF/MF features a lot, but lack of OSS is a concern.

The lack of Optical Steady Shot in the FE 40mm f/2.5 G Lens would not be a problem since the A7R IV would already have stabilization built in.

Do focus ring and aperture control ring work without lens communication? Since they are built onto the lens is it possible to adapt it onto other camera bodies via adapters that don't have lens communication? For instance, l mount bodies.

This lens offers control of the aperture via the camera when setting the aperture ring to A or manual control directly on the ring. This is available on Sony E mount bodies only.

The Sony FE 40mm f/2.5 G Lens does have weather sealing that is designed to make the lens dust- and moisture-resistant, but Sony states that it is not guaranteed to be 100% dust- and moisture-proof.

So is this Sony's answer to the next iteration of RX1r iii? No need because you have the 7C with one of these?

Great question and we will have to wait and see. I’ve used both generations of the RX1 and both time found myself wishing I had a little more focal length at times and others a wider AOV. Still the appeal of a fixed lens P/S goes back to the Nikon 28&35 Ti’s, the Contax T2 and the Yashica T4. Today we have the Zeiss ZX1, Leica Q2 and two monsters in the category the Fuji X100’s and Ricoh GR series. There is a draw by some for a fixed lens high end camera with minimal options. We’ll have to wait and see what Sony does. Personally I am thinking the A7C with the 40mil would be a perfect companion for my Leica CL and 40mm C Summicron.
