The ND2-400 (1-8.6 Stop) Variable ND Lens Filter can be adjusted to block 1 to 8.66 f-stops of light, giving you more flexibility in bright variable light. By blocking up to 8.66 f-stops, you can use wider apertures in bright variable light for shallower depth of field effects, and slower shutter speeds for long exposure effects without overexposing your images.

Yes, the 67mm Urth N2-400 Variable ND filter will work with your Sigma 16mm f/1.4 lens. Due to the design of the filter front ring and the mounting style of your Sigma's bayonet hood, there might be some interference if you try to use the filter and lens hood at the same time.

I think I have seen some VND's have a total size larger than its threading part, which ends up blocking the ability to mount a lens hood. Does the size of this filter prevent the mounting of a lens hood?

Most Variable ND filters have a larger outer diameter than the thread in size. Urth ND2-400 (1-8.6 Stop) Variable ND Lens Filter (58mm) has a front and mount thread of 58mm. However, the outer diameter of this filter is 62mm therefore if your lens hood is not wide enough it may not fit with this filter mounted on your lens.

Many variable neutral density filters either cause a color shift at darker settings or the dreaded "X-effect" on wide angle lenses. Does this filter suffer from those issues?

Any variable ND over 6-7 stops can create the X-effect. And that is the deign and physics of a variable ND filter. And it depends on the lens you are using and the light you are shooting under.
