I do not know what the lever on the top plate does? I did figure out that you need to pull it out to turn it.

The Benro MeFOTO RoadTrip Pro Aluminum Series 1 Travel Tripod with Ball Head and Monopod has a lever on the quick release clamp to control panning. This allows one to lock and unlock panning from the top as opposed to from the base. This makes it much easier for panoramic shots, as one can level the head, then pan level with the horizon.

Can this tripod handle the weight of heavier DSLR cameras?

The Benro MeFOTO RoadTrip Pro Aluminum Series 1 Travel Tripod with Ball Head and Monopod supports no more than 17.6 lbs. Note that weight is not the only thing to think about. The length of the lens is also very important. And long heavy lenses can tip a tripod. So it is best if the lens is long to get one that is over 20 lb support weight or more depending on the combinations.

The Benro MeFOTO RoadTrip Pro Aluminum Series 1 Travel Tripod with Ball Head and Monopod is more versatile in that it is a 6-in-1 Tripod: tripod, monopod, boom pole, selfie stick, high hat, tabletop tripod. It also features a convertible Arca-type PMM70 QR plate for cameras or phones and removable, reversible 2-section center column, which the Benro MeFOTO RoadTrip Classic Series 1 Tripod does not include. There is only a carbon fiber option for the Pro, as well.
