When using the 2X TC, will we be able to use the entire focal zoom length from 100 to 400mm ? Or will it have a limit like when using the 100-500 lens that you can't go below 300mm ?

Why would you want to use a 2x extender to reach a focal length that the lens has in its range by itself? In other words, there is no sense and it actually harms image quality to use a 2x extender when the lens is set to 200mm or less.

Has anyone compared this lens to the EF 70-300 F-5.6 IS USM II? I have that lens and love it. I need a second copy. On its older lens is cheaper and has a better aperture range.

No contest. The EF 100-400L lens will easily outperform the RF 100-400 lens in image quality. But then the "L" lens is considerably higher priced.

Why does my lens not stay in focus when shooting close-ups?

There could be a few reasons of why the Canon RF 100-400mm f/5.6-8 IS USM Lens may not stay in focus for close-ups. One could be the distance to the subject, the lens has a minimum focus distance of 2.9'. If the subject comes closer than that, it would not be able to keep focus. It could also be dependent on what camera is being used with it and how the autofocus settings are adjusted.
